The upazila elections were due to be completed by December 27 this year. The EC can extend the time without calling for amendment to the law unlike the city corporations elections.

A source in the Election Commission said the month-long Ramzan starting on December 11 is the reason for delaying the elections. The Election Commission's move to delay the elections and bring amendment to laws came following the government request to hold the elections in December.

In fact, the EC had declared election schedules for three city corporations acting on the government request earlier. But it had to postpone the schedule following writ petitions filed by some aggrieved parties.

Under the existing law, election to the Khulna City Corporation was to be held by December 28, to Rajshahi City Corporation by December 30 and to Chittagong City Corporation by January 4.

The elections to Dhaka City Corporation was to be held by January 27, 2000.

But as the holding of these elections require 40 to 45 days time for preparations, the available time in hand was not enough to complete the formalities.

Accordingly the EC has asked the government to amend the laws, the sources said.

The show-cause notices were issued on Prime Bank Limited and Southeast Bank Limited on November 16. Bangladesh Bank directed the two banks to take legal action against the bankers who were involved in money laundering. The central bank also asked both the banks to reply the show-cause notices by November 21.

Sources said that Prime Bank replied the show-cause notice within the time limit. But the reply did not have satisfactory answers to the queries of Bangladesh Bank. Southeast Bank sought extension of time limit by one month to reply the show-cause notice. The central bank so far did not consider the appeal of the Southeast Bank.

According to the sources, Bangladesh Bank issued the show-cause notices to the Managing Directors of the two private banks after investigating allegations of money laundering by the high officials of two branches of both Prime Bank and Southeast Bank at Laldighirpar in Sylhet town.

The sources said that the high officials of the two banks in association with some unscrupulous people transacted Taka 310 crore through 'hundy'. Of the amount, Taka 159 crore was transacted through Prime Bank and Taka 151 crore through Southeast Bank. Managing Directors of the two banks were not available for their comments. Bangladesh Bank is likely to issue similar show-cause notices to other banks, involved in money laundering, the sources said.

A recent special inquiry of Bangladesh Bank detected a

big amount of money laundering by a group of bankers of seven local and foreign banks.

Besides Prime Bank Southeast Bank, the local banks included Uttara Bank, National Bank and United Commercial Bank Limited (UCBL).

The foreign banks are American Express Bank and ANZ Grindlays Bank.

Bangladesh Bank found that a group of bankers of 14 branches of the seven banks in association with an organised 'hundy traders' transacted about Taka 1100 crore through "hundy" during the period from mid-1998 to September this year.

According to the International Monitoring (IM), a technology consulting group based in Britain, Bangladesh along with eleven countries mostly from Africa are the worst prepared to cope with the Y2K bug ahead of the clocking the deadline of December 31.

The firm, a reputed one in Britain, based its ratings on the risk of disruptions in a given country's power, telecom, finance and transportation infrastructures.

IM predicts ten per cent of the Y2K failures will occur on January 12000 with most of the rest occurring in the days and weeks that follow.

The eleven other nations that are ranked as the worst prepared by the firm are: Liberia, Madagascar, Niger, Somalia, Belize, El Salvador, Moldova, Tajikistan, Egypt, Oman and Qatar.

Despite the insistence by the government functionaries that the country has nothing to worry about the impending danger, the ranking by the British firm came as caution to the government and a cause of concern for the officials handling the matter.

Last Monday computer experts of the country sent a similar message of warning to the government and private sectors prone to the risk.

At a seminar in the city, the Y2K Coordinator of the Bangladesh Computer Samity (BCS) Sirajul Islam said that energy sector of the country has achieved 97 per cent of compliance, banking sector 95 per cent, telecommunications 90 per cent and the compliance status of the country's two sea ports has yet to be known. The evaluation of the progress was made according to the data available at the Bangladesh Computer Council.

The BCS, however, expressed its optimism that no major shutdown would occur excluding some local disorders.
