Bangladesh Institute of law and International Affairs is one of the leading Institutes in Bangladesh for the analysis of issues relating to law and International Affairs.
The Institute is independent of Government. Its activities bring together people of all nationalities from Government, politics, business, the academic world and the media.

Background of the Institute:

Bangladesh Institute of Law and International Affairs (BILIA) was established on 30th June 1972 under the patronage of the Father of the Nation Bangabandhu Sheikh Mujibur Rahman. The Institute is conceived as a forum for providing scholars and experts to relate to each other and to facilitate the formulation of common policies in important areas of Law and International Affairs. BILIA has the mandate and the resources to undertake programmes on Parliament, Judiciary and Executive. It is the only center of excellence in the country.

Objectivies of the Institute:

The Institute is conceived of as a research body or "think-tank" whose main objectives are : To advance the sciences of international politics, economics and jurisprudence. To provide and maintain means of information upon international questions. To promote the exchange of information, knowledge and thought on international affairs and the understanding of the circumstances, conditions and views of nations and peoples.

Organisation of BILIA:

BILIA is a non-profit, independent and non-government research institute located in Dhaka. It has an Executive Council whose composition is given below. BILIA has six departments : (1) Research (2) Publication (3) Training (4) Library Services (5) Administration (6) Accounts and Finance.

Work undertaken to date by the Institute:

The Institute has undertaken various policy-oriented research and organized many national and International seminars including International Trade Law (2) Secularism in Bangladesh (3) Human Rights and sustainable development (4) post Uruguay prospect and problems of Bangladesh (5) nuclear detonation by India and Pakistan in May 1998. Economic and legal consequences and security impact in south Asia and beyond (6) The study of the Universe and its philosophical and social implications. In 1973 the institute drafted the International War Crimes Tribunal which was adopted in the parliament as the International Crimes (Tribunal) Act, 1973.

Regular Publications of the Institute include:

(i) Bangladesh Supreme Court Report (ii) Journal of International Affairs and (iii) Bangladesh Journal of Law, besides books on Constitutional Law of Bangladesh, Legal Aspects of New International Economic Order-and many other important books.

Cooperation with other institutes, foundations and international organizations:

BILIA has maintained liaison with a number of Institutions at home and abroad. It has worked in collaboration with the commonwealth Secretariat, UNCTAD, the UNDP, UNCTC, the International Law Association, UNHCR, UNCITRAL and number of other international and independent non-government organization.

FUNDS AND ACCOUNTS: CORPORATE MEMBERSHIP

BILIA is an established and prestigious institution of the country. It was set up with the blessings of Bangabandhu Sheikh Mujibur Rahman. He had a vision – a vision to institutionalize democracy and rule of Law, nurturing Civil Society and its innate values.

BILIA has not hesitated to take bold steps even in the nations darkest period of Martial Law and Military Rule. It is at BILIA that the first institutional protest was registered on September 9 and 17, 1975, against the brutal murder of the Father of the Nation. An Oxford Visiting Fellow made two keynote presentations.

BILIA has worked towards establishing Rule of Law, Constitutional governance and capacity building for democratic institutions. We are a non-political and a non-partisan Academic Institute. Yet, in periods of crises, Caretaker Governments have drawn members from BILIA, candidates who are acceptable to all parties. It is also to be noted that a number of distinguished BILIA members have served as cabinet Ministers in all the cabinets since its inception. The founding Chairman of BILIA Dr. Kamal Hossain was a member of the Cabinet of Bangabandhu Sheikh Mujibur Rahman, so was the present Foreign Minister. Present Finance Minister, Law Minister and Speaker of the Parliament are members of BILIA. Likewise Barrister Amir-ul-Islam was a member of the Cabinet of Bangabandhu Sheikh Mujibur Rahman, Mr. Saifur Rahman (Honorary Treasurer) was in the Cabinet of Begum Khaleda Zia together with Mirza Ghulam Hafiz.

An institution like BILIA, can play the most useful role in strengthening and mobilizing the forces of intellect and the rationale for rule of law. This is extremely important in volatile, third-world countries where democratic values are yet to take firm roots.

BILIA must survive, and to survive with honor and effectiveness it needs funds and support. Citizens of this country need such an Institution. Since law and development is perceived as integral part in an integrated concept of the World in trade and Commerce and in the globalization process, as it is in the interest of students, teachers, civil servants and the defense services as well, that in depth study and research is undertaken in the interest of objective evaluation in the policy making process. BILIA thus needs support, moral and otherwise, from all of you who believe in democratic values and in sustainable development through law.

We welcome funds from Institutions both from inside the country and outside, from Institutions and Foundations which have a stake in democracy and Democratic Institutions in development and governance.

We welcome donations from all quarters including business houses both at home and abroad, particularly from those who are committed in building a stable and caring society those who believe in national prosperity and equity for all and those who believe in sustainable development. We welcome donations from all philanthropists of our country, in their individual capacity. We especially appeal to our citizens who live abroad, Bangladesh expatriates, who feel they have a moral stake in their homeland.

BILIA needs funds for various other purposes as well. We hold regular seminars and workshops. We publish Law Journal, Journal of International Affairs, Bangladesh Supreme Court Reports (BSCR). Important thinkers in the country share their thoughts with our valued readers. We work towards developing options and choices for our people in the area of policy making.

BILIA is now reorganizing itself to run on the line of Chatham House of London. BILIA is strengthening its liaison with International Institute of Strategic Studies (IISS), Rand Corporation, Hudson Institute etc. BILIA is now working on establishing long-term relationship with thinktanks in India, Russia, Pakistan, Sri Lanka, Nepal, Bhutan, Maldives, Indonesia, Philippines, Thailand, Malaysia, Brunei, Singapore, Canada, the United States, China, Japan, the United Kingdom and Australia, France, Italy, Switzerland and other EU Countries. It is working on establishing relationship with South American countries, particularly to share experience with them in their transition from military regimes to Democracy. For Africa, Foreign Minister Amre Musa of Egypt has personally expressed interest in establishing linkage with BILIA. I am in touch with OAU secretary-general Ambassador Selim A. Selim. BILIA already has links with South Africa.

BILIA Director has just been co-opted by the Millennium UN vision Project.
